Rachael Gosnell

Graduate Fellow

Rachael Gosnell is currently pursing doctoral studies in International Security and Economic Policy at the University of Maryland School of Public Policy. She is also a Political Science instructor at the US Naval Academy. Her research interests include maritime security in the Arctic, NATO, cooperative security, military cooperation, and naval strategy.

Rachael holds a MA in International Security Studies from Georgetown University, a Masters of Engineering Management from Old Dominion University, and a BS in Political Science from the US Naval Academy. A surface warfare officer, she has served onboard USS SHILOH (CG-67), USS HARRY S. TRUMAN (CVN-75) and USS STOCKDALE (DDG 106). At the Pentagon, she served on the Navy Staff in OPNAV 513 Strategy & Policy and as the Speechwriter for the 30th Chief of Naval Operations, ADM Greenert.
