As the private and public sectors grapple with the multi-faceted problem of cyber security, they lack basic tools needed to make strategic decisions about prevention and response. Software solutions, organizational resilience, employee education, and improved system controls are among the many available options to enhance cybersecurity. Yet, it is difficult to make strategic decisions about how to invest scarce resources without an understanding of what types of cyber threats are most common in a specific industry or critical infrastructure sector and what their effects might be. There exists a number of smaller niche repositories, news sites, and blogs that catalog cyber events, yet the data is often not well structured or consistently coded to distill larger analytic insights. To address this gap, CISSM is launching its Cyber Events Database, collating publicly available information for cyber events from 2014 to the present.

Lt Gen Ed Cardon (ret) - Former Commander Army Cyber (participating virtually)
Lieutenant General (Retired) Cardon served 36 years in the U.S Army including as the head of the Army Cyber Command from 2013 to 2016, Lieutenant General Cardon transformed and scaled the command into a world-class cyber force. He also created and led Task Force Ares, an offensive cyber task force.
Dan Ennis - Former Director, NSA Threat Operations Center (NTOC)
Partner, Dan Ennis, is a internationally recognized expert in cybersecurity. Dan leverages over 36 years of U.S. government service, principally with the National Security Agency (NSA) Central Security Service. Prior to his retirement from the NSA, Ennis served as director of its Threat Operations Center (NTOC), responsible for round-the-clock cryptologic activities to detect and counter cyber threats to U.S. national security systems and other important networks, while protecting the legal rights of U.S. persons. Ennis’ career with the U.S. government began in 1979 at the Drug Enforcement Administration.
Harvey Rishikof, JD - Director of Policy and Cyber Security, Applied Research Laboratory for Intelligence and Security (participating virtually)
Mr. Rishikof is the former Director Military Commissions and Convening Authority at DoD, and former co-chair and founder of the ABA Cybersecurity Legal Task Force. His government service includes senior policy advisor to the director of national counterintelligence at the Office of the Director of National Intelligence. He is a lifetime member of the Council on Foreign Relations and the American Law Institute.

Dr. Harry is a former senior intelligence officer with the National Security Agency and an executive with over 20 years of experience in clandestine cyber operations. He was twice awarded the ODNI exceptional achievement medal and the CIA Counter Proliferation Center Medal. His research at UMD focuses on means of categorizing and measuring strategic effects of cyber attack.
