Yixuan Luo is a PhD student at the School of Public Policy, University of Maryland, College Park. He has a technology background and holds a MA in Politics from Tsinghua University and a BS in Physics from Peking University. Prior to joining the PhD program at the School of Public Policy, Yixuan Luo has done some research on the relationship between first mover advantage and the security dilemma in technology-related fields in Tsinghua University. His current research interests centered on arms control, especially issues related to nuclear weapons and other emerging technologies.
